Multilevel governance energy planning and policy: a view on local energy initiatives

Abstract Background A sustainable energy system based on renewables, energy-efficiency, decentralisation of generation and synergies between different sectors requires new planning methods policies. Energy transition climate change mitigation achievement can no longer be seen only through top-down activities from a national government. Local regional governments have crucial role in delivering public policies relevant to such endeavour. Therefore, the implementation multilevel governance (MLG) has become priority for fostering local development more inclusively. Paper analyses existing Austria throughout MLG structure by focusing alignment initiatives EU goals. Also, paper examined effectiveness current structures outlined fields where improvements are needed. The successfulness approach is shown Judenburg city case study. Desk research enhanced series interviews with policy experts study measures TIMES model. Results analysis showed solid levels. In contrast, comparison level recommendations design effective approach.
